Tender Awarded for Ogilvies Road Intersection Upgrade

The major upgrade of the Ogilvies Road and Rifle Butts Road intersection is set to begin. Works will improve traffic flow and safety by changing the road alignment, creating a two-way vehicle passage at the existing culvert crossing, improving drainage and extending the shared path network with a separated creek crossing for pedestrians and cyclists.
Mayor Cr Steve Rabie said the project was a direct result of community consultation.
"This is an important project, and we wanted to get it right. We listened to the community feedback on the design and are now ready to kick things off," said Cr Rabie.
"This upgrade will make the intersection safer and more user-friendly for everyone, especially with the new shared path giving pedestrians and cyclists their own crossing."
Following a competitive tender process that attracted multiple submissions, evaluated in accordance with Council’s procurement policy, the construction tender for the Ogilvies Road and Rifle Butts Road intersection has been awarded to Alpine Civil.
Alpine Civil is also the contractor for the nearby roundabout works at Monkey Gully Road, Rifle Butts Road, and Highton Lane.
Using a single contractor for both projects will allow for consolidated road closures, reducing the overall period of disruption for residents. It will also ensure a uniform finish across the whole work area and minimise potential construction conflicts.
"By using the same contractor that is already on-site, we get a much more efficient project. Their existing site presence means a smooth transition into this new stage without delay. It's a win-win for ratepayers.”
All Council tenders are governed and evaluated in accordance with its Procurement Policy, which ensures all suppliers are treated equitably and the process is open, fair, and transparent. The policy is designed to achieve the best possible value for money for ratepayers.
Value for money is not just about the lowest price. Council evaluates tenders on a systematic basis against a range of criteria, including capability, capacity and supporting local business where practicable. The process includes a weighting component to favour local suppliers which helps to ensure ratepayer funds are reinvested back into the community, supporting local jobs and families.
Contractors and suppliers who are not based in the Mansfield region are always encouraged to tender, particularly when they too can support the local economy in various ways whilst undertaking works.
The widening of the existing culvert and construction of a separate creek crossing for pedestrians and cyclists is being supported by the Australian Government’s Remote Roads Upgrade Pilot Program (RRUPP). This funding is part of the $12.3 million IMPACT Route project which is jointly funded by the Australian Government and Mansfield Shire Council contributing $9.9 million and $2.4 million, respectively.
This funding encompasses all components of the wider IMPACT Route project, which includes works already completed on Highton Lane, Rifle Butts Road and Chapel Hill Road, including the culvert upgrade at Lanky Creek and the bridge upgrade over the Delatite River.
The remaining works in the IMPACT Route project include the roundabout now under construction at the Monkey Gully Road, Rifle Butts Road and Highton Lane intersection, this culvert widening project and future works planned at the Hearns, Desmonds and Chapel Hill Road intersection in Boorolite.
