Council Planner Wins Prestigious Award

Council is proud to announce the exceptional achievement of one of its own, Oscar Yencken, who has been recognised as the Victorian Young Planner of the Year for his outstanding contributions to his chosen field.

After joining Council as a Planning Support Officer in early 2021, Oscar has been an integral part of the Mansfield Shire Council team for the past two and a half years. He moved into the role of Strategic Planning Officer two years ago and has been working closely with Council’s Planning team and the Mansfield Shire community to progress strategic plans across the Shire.

Oscar has demonstrated an unwavering commitment to his work and has made some significant achievements in collaboration with local community members, including the completion of two vital structure plans for Bonnie Doon and Merton.

He has also played a pivotal role in the completion of seven diverse planning scheme amendments and has contributed to the completion of key projects, including the Mansfield Planning Strategy, Open Space Strategy, and the Mansfield Commercial and Industrial Land Use Strategy.

Oscar recently led the review of the Mansfield Planning Scheme with support from the Department of Transport and Planning Regional Planning Hub and has embarked on the incorporation of the Mansfield Planning Strategy into a planning scheme amendment to respond to community feedback on changes required to support our growing population.

"Oscar has been a game changer for the future planning of Mansfield Shire,” said Melissa Crane, General Manager of Infrastructure and Planning.

“He has not only moved strategic planning work to the next level across all parts of the municipality, but he has also done it collaboratively and transparently, with an excellent focus on community engagement."

Council’s Chief Executive Officer, Kirsten Alexander said, “Oscar’s passion for the community he grew up in, and for protecting and enhancing the unique landscapes and character of Mansfield Shire is evident in everything he does. We are thrilled to see him win this prestigious award.”

Oscar said his passion for planning and community involvement are at the heart of what he does.

"I am never afraid to try and encourage others to see the power of acting now and getting satisfaction from seeing where you make it tomorrow,” he said.

“Although sometimes it can be difficult, you feel like this work really matters, and whilst plans are drawn on paper, they are written with people."

Mayor Cr James Tehan said Council takes immense pride in Oscar's accomplishments and looks forward to witnessing his continued dedication to improving the local community through strategic planning.

“This award not only recognises Oscar’s contributions but also serves as an inspiration to other young leaders in our community. We are so pleased to see him win this award,” said Mayor Tehan.

“It’s been great to see a planner who has grown up in this Shire take such a keen interest in its future.”
