LEAPing into Resilience Project
The LEAPing into Resilience Project aims to strengthen the resilience of local communities by supporting the development of Local Emergency Action Plans (LEAPs).
LEAP brings community members together with Council, emergency services and key agencies to identify local risks and develop practical actions that improve preparedness for emergencies such as bushfires, floods and storms.
Community participation is at the heart of this process and we are currently in the engagement phase of the LEAP project for Bonnie Doon and Peppin Point. If you live, work or spend time in the Bonnie Doon or Peppin Point area, we encourage you to get involved and share your local knowledge and ideas.
The LEAPing into Resilience Project is now in its second round and is supported through the Victorian Government's Safer Together program via the Department of Energy, Environment and Climate Action (DEECA).

LEAP
A Local Emergency Action Plan (LEAP) is a community-owned plan that:
- Is tailored to local emergency risks, hazards and community needs.
- Identifies local skills, knowledge, networks and resources that can support emergency preparedness, response and recovery.
- Explores opportunities for community capacity building and provides access to important information, resources and training.
Every community is different and has its own strengths, priorities and challenges. Building resilience means strengthening connections between people, organisations and services so communities are better prepared for, can respond to and recover from emergency events.
The LEAPing into Resilience Project was originally established as a partnership between Mansfield, Murrindindi and Strathbogie Shire Councils. Through the first round of the project (2022–2025), participating communities worked together to identify local priorities and develop practical actions to improve emergency preparedness and resilience at a community level.
