| Wildfire Management Overlay - Notice of Preparation | | This Planning Scheme Amendment C14 will be on public exhibition until 27 March 2009.
This amendment introduces the Wildfire Management Overlay provisions at Clause 44.06 and updates the Schedule to Clause 61.03 by including 33 Wildfire Management Overlay maps in the list of maps comprising part of the Planning Scheme.

Under the Wildfire Management Overlay a planning permit is required to construct a building or construct or carry out works associated with land uses that are likely to increase the number of people in the area. This requirement is considered appropriate where the fire intensity level of wildfire is significant and likely to pose a threat to life and property.
A planning permit will be required for a dwelling and extensions to a dwelling of more than 50% of the floor area that are in zones not currently requiring a permit. Where a planning permit is already required for the development by the zone or other overlay provisions, the Wildfire Management Overlay introduces additional consideration into the permit assessment process.
A planning permit is also required to subdivide land.
The provisions of the Wildfire Management Overlay seek to ensure that development includes specified fire protection measures and does not increase the threat to life and property from wildfire, and will ensure that the Country Fire Authority as a referral authority is involved and that fire safety is fully considered.
The provisions of the Wildfire Management Overlay and the supporting Country Fire Authority "Applicants Kit 2007" will allow an applicant to identify required features to be included in their proposal at design stage based on their initial assessment (medium, high or extreme fire risk) and the planning permit assessment process will validate the initial assessment and seek to ensure that development proposals are assessed against those standardised criteria and where necessary include specified fire protection measures.
The Wildfire Management Overlay sets out a series of objectives and outcomes for buildings and works associated with specific uses and for subdivision. A planning permit application must demonstrate that the objectives and outcomes have been considered and incorporated in the proposal.
