| The MSS sets the context for the planning scheme through outlining the particular characteristics of the municipality and identifying the land use planning issues facing the area. It sets out the objectives and strategies for the future growth, development and management of land in the municipality. It also identifies the means by which these objectives will be achieved through both the tools of the planning scheme and other initiatives of Council, and as such acts to justify many of the planning scheme provisions.
